Prospective Schemes
(a) Training for All
National Training Policy had been framed in 1996 by the Deptt. of
Personnel & Training and Ministry of Personnel Public Grievances & Pension, on the
basis of which the state training policy 2005 has been framed, in which it has
theoretically accepted that the arrangement of induction training at the beginning of
service and in service training during the employment in service of all the administrative
officers be made compulsory.
The main objective of Training for All is that keeping in view
the changes at different levels at public administration. A change knowledge, skill and
positive attitude can be brought about so that a continuation change in their working
capacity may be ensured.
U S AID
This agency of United State of America is active in the field
of Economic and Social Development in India. The finance department of the Jharkhand
Government along with this agency has constituted a Financial Policy Analysis
Cell and Debt Management Cell in the premises of this Institute.
Developing the capacity of the training institute of Civil Services is also a part of the
work area of this agency. That is why this agency is in continuous contact with this
institute.
(b) SKIPA: A Voluntary Organisation
A proposal to convert Shri Krishna Institute of Public
Administration into a Self Governing Voluntary Organisation is submitted before the
Government. As a voluntary unit SKIPA will be active as a training, research and advisory
institute. The training, research and advisory activities of this voluntary organization
will be associated with Government of India, State Government and Private Organisations.
The objective of this voluntary organization will be as follows:-
- To develop such awareness towards the capacity of modern management science that this
institute can prove a main body for the economic and social activities of the state and
other organizations.
- To develop management skill, organizational skill, leadership and decision making
capacity of the officers connected with the schemes of development; and to develop the
capacity for the implementation of different policies, programmes and projects.
- To provide advisory services in the field of Development, Management and Public
Administration.
- To play a central role for other training institutes of the state to carry out research
for the development of alternative policies in accordance with the prevailing conditions
at local, state and national levels.
