List of Resource Persons

“I need hardly emphasize that an efficient, disciplined and contented (civil) service, assured of its prospects as a result of diligent and honest work, is a since qua non of sound administration under a democratic, regime, even more than under an authoritarian rule. The (civil) service must be above party and we should ensure that political considerations, either in its recruitment or in its discipline and control, are reduced to the minimum, if not eliminated altogether. In an all-India service, it is obvious, recruitment, discipline and control, etc., have to be tackled on the basis of uniformity and under the direction of the Central Government which is the recruiting agency”.
