Disaster Management Centre, SKIPA


The Jharkhand State is one of the newly established States of Indian Union carved out of the State of Bihar in 15th November 2000 separating 18 districts, namely Garhwa, Palamu, Chatra, Hazaribagh, Bokaro, Dhanbad, Kodarma, Giridih, Deoghar, Godda, Sahibganj, Dumka, Pakur, Ranchi, Lohardaga, Gumla, East Sighbhum and West Singhbhum. It comprises of the Chotanagpur Plateau, which forms a part of Deccan bio-geographic province. It is a hilly undulating plateau characterized by predominantly tropical forests and tribal settlements. This State is endowed with natural resources that need to be conserved and utilized in a sustainable manner for all-round development of the state. The state is one of the largest producers of the mineral resources of the country spreading over majority of the districts with a paradox to be among the bottom lying states in terms of development.

Jharkhand proneness to various natural & human induced disasters cannot be overlooked as over the years these have been inflicting heavy damage and loss on the state economy. With the passage of Disaster Management Act 2005 in the Parliament, it is now imperative on the state government to manage the disasters like Drought, Mining Hazards, Lightening, Forest Fires, Deforestation, Landslides, Earthquake, Heat and Cold waves, Floods etc with a proactive approach of preparedness and mitigation rather than relief and rehabilitation. It is essential to formulate plans at various levels from State to village and at the same time establishment and operationalizing EOCs at District and state level for effective disaster management across the state in order to minimize damage and loss in the event of any impending disasters.

To work as a think tank for the government by providing policy advice and facilitating capacity building services including strategic learning, research, training, system development and expertise promotion for effective disaster preparedness and mitigation

To build a State hub to share and learn and to create a critical mass of institutions, trainers and trained professionals.

Realizing the increased vulnerability of the state of Jharkhand to various disasters, the Disaster Management Centre of SKIPA has been established under the aegis of National Institute of Disaster Management, Ministry of Home affairs, New Delhi, Government of India. In the Month of May 2007, the process of strengthening of ATI for Disaster management was initiated by induction of two faculty members and a support staff to assess training needs and impart training to various stakeholders of Disaster Management in the State. The Centre was also recognized as a Regional Training Institute in the Eastern India covering states of Bihar, West Bengal & Orissa apart from Jharkhand.
