Prior to 1952 there had been no arrangement for the institutional training of the State Administrative Officers; the number of newly appointed officers used to be very small too. After selection they used to be posted in the districts where they used to get training by way of gaining first hand direct experience as they worked in different departments. The senior officers of the districts used to train the newly appointed officers under their own guidance. But this arrangement was not sufficient. As the Land Reforms Act came in force in 1950, and the process of the abolition of "Zamindari" system started, the administrative work,land revenue etc. became more complicated and mutti dimensional. At the national level the first and the most visionary Prime Minister of the Nation laid down the foundation stone of a mixed economy.

The five year Plan had raised the aspirations to new heights. The scheme of rural development along with Industrialization was taking shape during the period of five year plan.  Thus mainly the abolition of zamindari system and Community Development schemes had made the responsibilities of administrative officials intensive, multifaceted and multi­dimensional. Role of Administrative officials had expanded. The number of officers selected each year by competitive examination also increased. Officers were recruited in large numbers. On the other hand district level officers, due to their prior commitment and busy schedule, could not be available for providing guidance and training to these newly recruited officers. In this scenario there could not have been a better alternative than the institutional training. With this view in mind Administrative Training School was established in the year 1952 at Ranchi.

In the year 1952 the experiment of institutional training started in the camp Secretariat (the present premises of the Hon'ble High Court). A senior I.A.S. officer was appointed its Principal. A retired I.A.S. Officer was appointed as the instructor. The Additional Collector of the Ranchi used to function as a part time instructor. Eminent educationists used to be invited as Guest Faculties. Commissioner, South Chotanagpur Division used to be the Patron of this School.
In the initial stages the training activities and function of this Training School generally remained experimental. The duration and content of training programme for each training group kept changing. So was the number of trainees too, from programmes to programme. During this phase the training curriculum was in the
 process taking a shape. Every year, during summer when the capital of the state shifted to Ranchi camp (from Patna), this Training School had to be closed down.

The experimental period ended in 1954, and a place in the Audrey House, situated in the premises of the Governor's House, was made available for this School. Hostels for the trainee officers were constructed and an outline of the institutional training was Said down.
A New independent building with class rooms, auditorium, office and library facilities existence into in the seventies.
By the year 1974, the newly named Administrative Training Institute started functioning its own building. In the nineties, this Institute renamed as Shri Krishna Institute of Public Administration, started taking up various training activities. Under the direction of the Department of Personnel and Training, Government of India, several specialized training programmes were started. The old building could not cater to the expanding needs. Thereafter the present three-storied building equipped with modern facilities was constructed, along with two new hostel buildings.

This Institute is headed by the Director General who is presently the senior most IAS officer in the State. Besides the Director General a senior IAS officer is posted and Director too. In addition, 3 Joint Directors and 3 Deputy Directors are also posted in the Institute. 
The Institute has three hostels, a library and sports facilities. The Institute has a Computer Centre too with latest gadgets and Audio Visual and multi media equipments for training purposes.

For the monitoring and guidance of the activities of the Institute a Governing Body with a number of nine members is constituted. The Chairman of the Governing Body is the Chief Secretary of the State Government. Development Commissioner, Finance Commissioner, Secretary, Rural Development Department. Secretary, Personnel and Administrative Reforms, Commissioner, South Chotanagpur Division, an officer of Joint Secretary rank nominated by the Government of India & Director, State Institute of Rural Development are the members of the Governing Body, and Director, SKIPA is the Member Secretary of the Governing Body.

With an aim to implement the principles of "Training for All" the following broad goals have been identified

  • To prepare training module and modify them at regular intervals.
  • Institutional training.
  • On the spot training.
  • Study tour.
  • Internal training package.
  • Developing the network of Government and Non-Government Organizations.
  • The networking of Universities, Research Centres and Training Institutes with the aim of a qualitative improvement and to take up action research, case studies publish study material, working papers, workshop papers etc.
  • Regular monitoring of trainees, trainer and training resources.
  • Arranging training programmes for the personnel of different departments, organizing management training of senior officers for effective monitoring.
  • To take up establishment of district study centers at different districts of State like Gumla, Lohardaga, Simdega, East Singhbhum, West Singhbhum, Hazaribagh, Bokaro & Saraikela Kharsawan.
  • Training of distance learning methods has been proposed.
  • The process of connecting all training institutes by computer networking has been started (E-networking).
  • To conduct training programmes for members of Public Sector units and NGOs,
  • Identifying the expert trainers and strengthening different training institutes, keeping in view the departmental and institutional needs,

The library of the institute has a special position among the best libraries of the capital of the State of Jharkhand. Besides Gazetteers, reports etc., there are more than thirty thousand books on the subjects like Law, Public Administration, Management, History, Psychology, Sociology, Anthropology, Economics, English Literature, Hindi Literature, Religion, Computer etc.
This library has subscribed to more than 60 (sixty) magazines and journals of national and international level.
This library has the facilities of the latest gadgets of photocopying and scanning.
Arrangements have been made for the scanning of the rare gazetteers available in the library so that their hard copies and soft copies are kept preserved.
This library contains a large number of reference books. The membership of this library is available not only to the officers, staff and trainees of this Institute but any gazetted officer posted in the capital can get its membership.
The library is undergoing the process of computerization.

This institute has a well equipped computer cell with two servers and Forty Two computers of Pentium IV. Besides these, it has a colour laser printer, a black and white printer, a colour scanner, Two Laptop and Four large screen multi media projectors. Newly appointed officers of IAS and J.A.S. are given computer training. At times advanced computer training courses like MS Excel, MS Access etc. are also organized. The LAN Internet facility is also available. We have also got 2 MBPS Broad Band facility from BSNL. The installation of Wi-fi system in the Institute is in process.

Shri Krishna Institute of Public Administration has been selected as a nodel training Institute by the Home Ministry of Govt. of India for imparting training to the personnel of the states of the Eastern region. These states are Orissa, West Bengal, Bihar, Jharkhand. There are four posts, sanctioned by the Government of India for the training of Disaster Management, which are as follows :- Professor - 1 post. Assistant Professor - 2 posts, Research Officer- 1 post. The persons having practical experience in the field of Disaster Control and Management have to be nominated on these posts. At least four officers from IAS, IPS, SCS having the experience of Disaster Management and trained in the field of Incident Command System. Ten officers of Jharkhand state (undivided Bihar) have been trained in the field of Disaster Management by the Govt. of India. In every financial year it is aimed that a number of 400 participants from five states will be trained in at least twenty training sessions.
