DEVELOPMENTS IN PROGRESS
Initiatives for Governance Reforms:
CGG- In the present financial year, the Institute aims to take significant steps further by
introducing a Centre for Good Governance (CGG) for the State of Jharkhand within its
premises that would have the mandate of promoting good governance for the state and train
its people accordingly.
E-Gov Cell- The Institute has already established collaborations with Department of
Electronics and Information Technology, Government of India to take forward its mandate of
capacity building on Mission Mode Projects and e-governance projects of the State. In order
to provide support to the State Government and local self government functionaries to move
ahead at equal pace with the Information Technology reforms being initiated in the State,
SKIPA has also partnered with Department of Information Technology, Government of
Jharkhand to establish an e-governence cell within SKIPA premises. This specialized cell
would provide techno-managerial and training support to all departments across the State
Government for promotion of e-reforms in the state.
Internship : In order to promote research milieu within the state, SKIPA has also created an
internship policy through which interns across the country get an opportunity to experience
working with the government systems while the young minds are able to provide a fresh
impetus to the functioning of the Institution.
Gender Cell
A Gender Cell would be established within SKIPA premises for carrying out a Gender
Responsive Budget analysis in water and sanitation is critical in identifying the gender
component in water and sanitation related schemes, tracking the corresponding budget
outlays and expenditures and assessing the adequacy of the spending to respond to the
specific gender needs.
The rationale for gender budgeting arises from recognition of the fact that national
budgets impact men and women differently through the pattern of resource allocation.
Women, constitute 48% of India's population, but they lag behind men on many social
indicators like health, education, economic opportunities, etc. Hence, they warrant special
attention due to their vulnerability and lack of access to resources. The way Government
budgets allocate resources, has the potential to transform these gender inequalities.
SKIPA has taken forward these steps to promote the culture of Gender Responsive
Budgeting within the State. The Cell will be headed by Smt. Usha Dwivedi, Deputy Director
(Hindi), JES.
Go-Green Initiatives :
The Institute has also gone eco-friendly by investing in solar lighting, water heating and
cooking systems. The entire institution is also undergoing an energy audit to evolve relevant
changes in the work culture. An entire system of Rain-Water Harvesting is in place in order to
develop this Institute as a model for energy saving initiatives access the state.
Technology Initiatives :
The entire institute has been mapped for making it a complete Wi-FI zone with assistance
from Jharkhand Agency for Promotion of Information Technology (JAP-IT). Another computer
lab with thirty additional computers is also sanctioned. The Institution is also going to have
video-conferencing facility soon as per the sanctioned order Educet facility for extension of
virtual teaching to trainees at distant villages is also in the process of establishment.
