The need for organizing comprehensive training of Civil Servants was realized immediately after independence. In 1952, it became imperative for Civil Servants to acquire the knowledge, skills and attitudes necessary for playing the role of change-agents in a backward rural society.
Prior to 1952 there had been no arrangement for the institutional training of the State Administrative Officers; the number of newly appointed officers used to be very small too. After selection they used to be posted in the districts where they used to get training by way of gaining first hand direct experience as they worked in different departments. The senior officers of the districts used to train the newly appointed officers under their own guidance. But this arrangement was not sufficient. The Experience at SKIPA during the training of 5th JAS Probationer's in 2016 was awesome. The ambience facilities,food etc. was top class.Under the highly experience Course Director Shri Anil Kumar Sir, we were enriched by source rows of exceptional faculties delivering great lectures. The Training of SKIPA was an unforgettable moment of life.
Training at SKIPA equipped me with basic skills required to start off in the field of administration.This was done not only through carefully designed Course lecture but also through interaction with our senior in the administration. while academic lectures laid a soild foundation of our understanding of various law,experience sharing from our seniors was really useful.
Before moving to our respective districts, we were introduced to several aspects of Jharkhand at SKIPA. Our training at SKIPA involved lectures by very experienced senior officers. We were given insights of different subject areas like overview of district administration, land mutation, role of DDC, role of SDM, issue of naxalism in Jharkhand amongst others. Most importantly, we got the opportunity to interact with senior officers who were always ready to answer all our questions. I would like to thank the faculty and staff of SKIPA for our training.
My stay at SKIPA, Ranchi was a very good experience. I got to know about state and general administration in detail. Academic training was related to state specific topics like Santhal Pragana Tenancy Act, mutation laws, history of land reforms, naxal issues, mining and rehabilitation issues, treasury code etc. Further, listening to senior IAS officers strengthened my understanding about role of an IAS officer as SDM, DDC, Municipal Commissioner and DC. I realized how an effective and efficient administrative officer can bring positive change in the lives of people. I am looking forward to learn more as I progress in my career so that I can keep playing my part in nation building.
Shri Krishna Institute of Public Administration is the nodal institute to train officers of IAS and State services in various domains of administration. The training at ATI mostly consisted of classroom training on topics related to state and general administration. Besides it also provided us the opportunity to meet seniors and experts in the subject. The First two weeks mostly dealt with state specific topics like Chottanagpur Tenancy Act, Santhal Pragana Tenancy Act, land reforms, MGNREGA- a perspective among many others. Besides few seniors gave ideas about the various departments and normal career progression of an IAS officer in the state. The later half of the training was related to various issues of General Administration. Besides classes on regional language Mundari was a new learning for me.
My first interaction with the administration and governance of Jharkhand was through SKIPA. It laid the foundation stone of what my roles, responsibilities and duties were going to be as an IAS officer working for the people of Jharkhand. Through the lectures there, delivered by experts in their fields with a rich and varied experience, I got my first glimpse of what lay ahead. The nitty-gritty of administration, the unique cultural and historical milieu of Jharkhand, its diversity, the peculiarities of revenue laws were all lucidly taught to us. Moreover, daily interactions with the stalwarts of administration in the state prepared us well for the challenge which lay ahead.
